The observation
Readers routinely find that a route which would not open on one occasion opens perfectly well on another. Nothing was announced in between and nothing they did caused it.
This is common enough that it should be the default expectation rather than a surprise, and treating it as the default changes what a reader does when a route is quiet.
Why silence is not a verdict
Silence describes a moment. It is compatible with a service that is permanently gone and equally compatible with one that is briefly unreachable along the path your attempt took.
